军备控制是指国际上限制武器开发、生产、储备、扩散和使用的一个术语，其中特别使用在大规模杀伤性武器[1]。军备控制通常经过外交手段进行谈判与同意后，借由国际条约和协议而要求参加者必须遵守之。但也有可能是由一个国家或者国家集团透过自身权力，向未表示同意合作的国家强制执行限制之规定。
