网页超文本应用技术工作小组（英语：Web Hypertext Application Technology Working Group，缩写：WHATWG），是一个以推动网络HTML标准为目的而成立的组织。在2004年，由Apple公司、Mozilla基金会和Opera软件公司所组成^[1]^[2]。

目前WHATWG技术文档的编者伊恩·希克森已在Google公司任职。微软公司的工程师克里斯·威尔逊（Chris Wilson）曾被邀请，但他以缺乏专利政策的理由拒绝加入^[3]。

历史

WHATWG是针对全球资讯网协会（W3C）网页标准的发展缓慢，以及W3C意图放弃HTML转而发展以XML为基础的技术而成立^[4]。WHATWG邮件列表公布于2004年6月4日^[5]，两天前，Mozilla─Opera联合立场文档^[6]在W3C成员所主办的W3C研讨会两天后被否决了^[7]。

2007年4月10日，Mozilla基金会、Apple公司、Opera软件公司建议W3C的新HTML工作群组采用WHATWG的HTML5为工作的起点^[8]，并将新的HTML命名为“HTML5”。2007年5月9日，新的HTML工作组采纳了他们的建议^[9]。

在WHATWG，编辑者对规范有很大的控制权，但社群可以影响编辑者的决策^[10]。在一个案例中，编辑者伊恩·希克森提出更通用的<data>标签替换<time>标签，但社群不同意并且修改被还原^[10]。
